Why Image to A4 is its own job
Image to A4 sits on this site because Image and A4 are not interchangeable, even when they look similar in a file list. Fit a photo onto an A4 page for printing. Resize, crop, rotate, compress, or change a photo when the next form has rules. People fit a photo onto A4 for a printout or a form that shows a page preview.

The Image file you already have
Image tools redraw the picture in your browser. They do not upload the file. These tools do not recover detail the camera never captured. Upscale and HD modes enlarge pixels. They are not AI reconstruction.
Keep the original photo.
What a A4 result is for
The download has to be A4, because that is the format the next step named. People fit a photo onto A4 for a printout or a form that shows a page preview. The picture is scaled or padded so it sits on that page shape.
Check the preview. Cropping that matters should be done before you fit the page.
How to tell that Image to A4 worked
Image to A4 is worth using only when A4 is what the next step actually named. Fit a photo onto an A4 page for printing. What you get from Image to A4: The picture is scaled to sit on a 210 by 297 mm canvas. Before you trust it: It does not add crop marks or bleed. Check the preview before you print a stack of copies. The file stays in your browser and is not uploaded. The limit is 100 MB. Keep the original until the download has been opened in the program that will use it. A second pass rarely helps. If the first A4 file is rejected, read the error from the program that rejected it. Another conversion of a bad result usually makes the file worse, not more compatible. When you are done, you should still have the Image original and one A4 download that you have opened. If those two are the same kind of failure, this was the wrong tool and the page above is the place that says so. Photos fail uploads for three separate reasons: the format name, the pixel size, and the kilobyte size. Image to A4 only does the Image to A4 step. If the form also prints a pixel size or a 20 KB or 50 KB cap, do that step with the matching tool, starting from the original each time. A second lossy save will not recover detail.
Here is the decision for Image to A4. You start with Image and you stop when a real program accepts A4. The original pixels are what you have to work with. The edit is local. It does not become a 300 DPI print master by itself, and it does not add margins a specific portal drew in a diagram. If those two sentences describe a tradeoff you do not want, do not convert. Renaming the extension by hand will not do this job. Running the tool twice on its own output will not do it either.
It does not add crop marks or bleed. Check the preview before you print a stack of copies.
